For many months now, CCC has been developing and testing a new, dynamic, database-supported website, which now resides at www.ncompliance.com, while at the same time maintaining this website, which is now our legacy website (www.ncompliancelegacy.com). Development of the new website was essential to allow CCC to provide dedicated sections of its website to more than 50 new clients accumulated since publication of the Final 403(b) Regulations on July 23, 2007. We chose completion of the Plan Document System on the new website as the appropriate time to migrate from the legacy website, even though considerable work remains to be done. Specifically, we will be working with Vendors through the end of calendar year 2008 to incorporate updated Vendor information into the new website. Moreover, 457(b) Deferred Compensation Plan (DCP) information remains only on this legacy website, but those CCC clients for which we are managing their 457(b) Plans may continue to refer to this legacy website until the full migration has been accomplished.

We are very proud of our new website, especially the Plan Document System and the Content Management System (CMS), which allows Client Employers and Vendors to manage the content of their own sections of the website. We hope you share our enthusiasm and will create links form your own websites to your dedicated sections of the CCC website. Doing so will provide everything your employees need to know about their 403(b) Program.

1. Determine The Monthly Amount
The above link provides information on maximum allowable contribution (MAC) amounts. However, you may be either unwilling or unable to contribute the maximum allowable amount. You must decide how much you would like to contribute to the plan each month based on your financial goals and your budget constraints. Keep in mind that the tax deferred nature of these contributions means that your net pay is not reduced by the full amount of your contribution. Final determination of the impact of tax deferred contributions on net pay depends on your federal and state marginal tax rates. For additional information, see net pay impact illustrations. 2. Select An Authorized Vendor
You may make monthly contributions to one or more investment companies on this list of authorized vendors for the District. Your research into which companies best meet your need may be aided by visits to company and agent links available at the authorized vendor site.

3. Complete Vendor Application
Your paperwork must be completed with your selected vendor and you must submit a copy of your application to the Payroll Office.

4. Sign Salary Reduction Agreement
This link allows you to complete your 403(b) Salary Reduction Agreement online, print it, sign it, and submit it to the Payroll Office (address below), along with a copy of documentation that you have established an account with the vendor. Contributions will begin the month after the date an authorized District official signs the agreement. Plan and Agreement Forms for 457(b) participation must be obtained from the 457(b) vendors.

Steps Apply To Both Plans
The enrollment steps to the left apply to enrollment in the 403(b) plan, the 457(b) plan, or both. However, currently the District does not require submission of a District 457(b) Salary Reduction Agreement. Only a 457(b) Vendor Plan and Agreement document is required. Separate agreements of the appropriate types are required if you participate in both programs.

Continuation Until Cancellation
The most recent 403(b) Salary Reduction Agreement (SRA) and/or 457(b) Plan and Agreement document on file at the District Office remain in effect until you cancel the agreement, change the contribution amount, or change the vendor. One or more of these three actions requires submission of a new 403(b) Salary Reduction Agreement or 457(b) Plan and Agreement, as appropriate.

District May Reduce Or Suspend Contributions
The District is required to ensure that contributions do not exceed IRS limits. Consequently, the 403(b) SRA stipulates that the District may reduce and/or suspend contributions as necessary to avoid excess deferrals. Similarly, the District reserves the right to reduce and/or suspend 457(b) contributions as necessary to avoid excess contributions. CCC monitors year-to-date contributions each month and notifies the District when such reductions and suspensions are required. Prior to an actual reduction and/or suspension, you are given the opportunity to review the data on which the decision to reduce/suspend was made to verify its accuracy.
